About the assignment
UNOPS in partnership with UN-Habitat and Cities Alliance is implementing a project Cities 4 Women: Inclusive and Climate Resilient Urbanization in close collaboration with the Ministry of Urban Development of the Government of Nepal, financially supported by the European Commission. The project aims to integrate inclusive and resilient urban planning and design in municipal infrastructure planning and implementation processes, with a focus on public open spaces.
The project aims to carry out a gap assessment in the municipal planning process and existing policies – in Birendranagar, Sunwal, Tansen, Chandragiri, and Dhangadhi – to report on the barriers that women and girls experience at the local level in terms of participation at the seven-step planning process, decision-making, and associated safety risks in public open spaces.
Specific objectives of the assignment
- To conduct a thorough assessment of gender equality climate resilience aspects, gender, and participation gaps in the Seven-Step Planning Process in municipalities and in existing plans and programs by using localized Cities Alliance tools and indicators.
- To collect and visualize data from municipalities about issues faced by women and girls in existing selected public open spaces; about climate change adaptation initiatives in municipalities, public-private space ratios within municipalities, access to urban basic services, urban accessibility, and mobility. This data should be collected through fieldwork and participatory processes in municipalities (workshops, interviews, surveys, etc.).
Expected outputs
- Revised Participatory Assessment tools highlighting gaps in addressing climate resilience, gender issues, and participation.
- An Analysis Report of the Seven Step Planning Processes and Recommendations. Cartographic with data related to climate vulnerability and gender safety issues.
- Visualized data from municipalities about issues faced by women and girls in existing public open spaces; climate change adaptation initiatives in municipalities, public-private space ratios within municipalities, access to urban basic services, urban accessibility, and mobility – municipalities.
- Gender Responsive and Climate Resilient Participatory Seven-Step Planning Manual.
Experiences
Experience
- Master’s in environmental science, climate studies, gender studies, social science, public administration, development studies, or relevant field,
- At least 12 years of demonstrated expertise and experience in climate change, DRR, GESI, women empowerment and environment,
- Sound experience working on a policy review of social issues including gender equality and urban city planning as well as the seven-step planning process of local government,
- Prior experience in working with local, provincial, and federal governments and non-governmental organizations.

Timeframe and supervision
The calculated duration for the consultancy will be 35 days from 7 April to 10 May 2024. The consultant will directly report to the Program Directors and Project Manager of YI-Lab.
Payment Schedule
- 30% of the total contractual amount will be paid after the completion and approval of deliverables number 1 and 3.
- 70% of the total contractual amount will be paid after the completion and approval of deliverables number 2.
