Swisscontact, registered as an International Non-Governmental Organisation in Nepal, has been operating since 1991 and is currently implementing six development programmes across all seven provinces of Nepal.

Quality Technical and Vocational Education and Training for Youth (QualiTY), Phase 1 project is a bilateral initiative between the Government of Nepal and the Government of Switzerland. It is implemented by the Ministry of Education, Science and Technology, Council for Technical Education and Vocational Training at the Federal level and Ministry of Social Development / Education at the Provincial level. Swisscontact Nepal provides technical assistance to the project through the Project Support Unit (PSU) at Federal and Provincial level on behalf of the Swiss Agency for Development and Cooperation (SDC).

Swisscontact Nepal invites applications from the committed and experienced Nepali citizens for the following position.

Job Title: Technical Coordinator (Planning, Monitoring & Evaluation, and Capacity Building)

Position: 1 (one)

Location: Pokhara, Gandaki Province

Reports to: Province Manager

Duration: One year with the possibility of extension based on satisfactory performance

Purpose of the Job:

The Technical Coordinator is tasked with providing technical assistance to the Ministry of Social Development and Education (MoSD/E) in planning project activities, including budgeting and regular monitoring, within the designated province. Working closely with the Province Manager, Monitoring and Evaluation Specialist, and Technical Officers, the Technical Coordinator ensures effective implementation of project activities.

Essential Functions and Responsibilities:

1. Compliance:

  • Adhere to Swisscontact Nepal’s policies, rules, regulations, and guidelines, including those related to financial and operational procedures, gender equality, and social inclusion.

2. Technical Assistance on Programme Implementation:

  • Support MoSD/E in planning project activities and budgeting.
  • Facilitate the allocation of government budgets for project implementation.
  • Assist in developing joint monitoring plans and conducting field monitoring.

3. Planning, Monitoring, and Capacity Building:

  • Support Province Manager in program planning, budgeting, and formulation of Yearly Plan of Operation (YPO).
  • Develop and implement Monitoring and Evaluation (M&E) plans for the province.
  • Lead monitoring activities for TVET schools and support Technical Officers in data collection and entry.
  • Develop capacity building plans for government staff, TVET professionals, and school personnel.

4. Coordination, Collaboration, and Networking:

  • Establish coordination and collaboration for project activities at the province and local levels.
  • Liaise with local governments, TVET schools, and private sector stakeholders.
  • Strengthen coordination with other SDC in-house projects and similar programs in the province.

5. Other Specific Responsibilities:

  • Perform tasks assigned by the Province Manager.
  • Initiate innovation and new initiatives in project management.
  • Foster inter-project collaboration and share creative ideas for improving TVET schools.

Qualification, Experience, and Skills:

  • Master’s degree in relevant field (Education/TVET/Management/Development Studies).
  • Minimum five years of program/project implementation experience, including at least 2 years in the TVET sector.
  • Proficiency in MS Office and project management tools.
  • Excellent communication skills in both English and Nepali.
