Key Responsibilities:

Strategic Planning and Implementation:

  • Lead and manage the ECCD and Basic Education of Sahayatra III independently in line with the approved project documents, ensuring quality implementation and results.
  • Ensure timely planning, implementation, regular monitoring, documentation/reporting, and evaluation of the project.
  • Support DCC and Municipalities in effective program planning, implementation, and reporting.
  • Oversee day-to-day operations and management of education activities, ensuring coordination among team members.
  • Monitor financial expenditures regularly, ensuring adequate project fund utilization, with support from the finance department. Prepare and share monthly, quarterly project tracking, and annual reports.
  • Facilitate the identification and management of national consultants and academicians providing short-term technical assistance on Education.

Programme Management:

  • Responsible for the quality implementation of education components, ensuring services are delivered on time and donor compliance is maintained.
  • Ensure that implementation methods are consistent with good practice and achieve sustainable results.
  • Ensure programs align with Save the Children’s principles, values, strategic plan, and procedures.
  • Coordinate with the district to ensure the project stays on track, following up regularly with team members.
  • Monitor program progress against programmatic and budgetary targets, adjusting program design as necessary with project manager approval.
  • Prepare timely and high-quality program and donor reports, ensuring compliance with internal Save the Children and external donor requirements.
  • Support Save the Children’s dual mandate of development programs and emergency preparedness and response for children.

Capacity Building and Strengthening:

  • Facilitate and motivate project staff in the district to perform highly in their roles and responsibilities.
  • Ensure district staff understand and can perform their roles comprehensively.
  • Foster a team environment promoting open communication, learning, and constructive feedback.

Planning, Budgeting, and Project Implementation:

  • Assist the Project Manager in project planning and budgeting related to the Education theme.
  • Support partners and district teams in implementing the plan and budget as detailed in the implementation plan and phased budget.
  • Maintain functional coordination with province, district, and municipality stakeholders to ensure quality planning and implementation of Education.
  • Keep the Project Manager and team informed about progress, challenges, and the way forward.

Quality Reporting, Documentation, and Generating Learning:

  • Produce and submit timely project progress reports on education components for Project Manager review and donor submission.
  • Enhance partners’ and project teams’ capacity to produce quality periodic project reports meeting donor requirements.
  • Ensure timely data and information updates into OPMIS, producing donor and annual country reports based on CSP and global result indicators.
  • Organize learning forums/workshops for partners to exchange learning, best practices, and successful stories.
  • Document best practices, innovations, key learning, and major achievements for institutional memory and knowledge management of the education components.
  • Explore new initiatives for program development and contribute to new project concept and proposal designs.

Coordination, Collaboration, and Representation:

  • Strengthen networking and coordination at municipal and state levels with government, child rights organizations, and other stakeholders for policy advocacy related to child rights, education, and protection issues.
  • Create learning-sharing forums and networks of like-minded organizations for collective policy advocacy.
  • Ensure Save the Children’s work is coordinated with other agencies and Government efforts, taking a leadership role in Interagency Coordination forums.
  • Identify opportunities and materials for communications and media work, acting as a spokesperson when required.

Other:

  • Ensure Save the Children receives recognition for achieving innovative regional/national impact from well-managed child development programs and emergency responses.
  • Support field office tasks/responsibilities as assigned by the Supervisor on an ad hoc/need basis.
  • Comply with Save the Children policies and practices related to child protection, code of conduct, health and safety, equal opportunities, and other relevant policies.
  • Represent Save the Children in various meetings and seminars at International, National, Karnali province, and Municipal levels in coordination with the Education team.
  • Support Save the Children’s dual mandate of development programs and emergency preparedness and response for children.

Qualifications and Experience:

  • Master’s degree in Education or equivalent with a minimum of 4 years (3 years for GSI group) of experience in managing Education projects/programs, preferably ECCD and Basic Education; or Bachelor’s degree in Education or equivalent with a minimum of 6 years (4 years for GSI group) of experience.
  • Strong project/program development and overall project management skills.
  • Strong leadership and managerial capability.
  • Sound interpersonal skills with the ability to work in a multi-cultural environment.
  • Partnership management skills (both government and non-government).
  • Ability to establish good working relationships and positively contribute to a team.
  • Ability to work in a stressful and changing environment with limited resources.
  • Willingness to keep abreast of new developments through continued learning.
  • Willingness to stay at different base and field locations depending on program needs.
  • Good information-seeking skills and proactive approach.
  • Fluency in English and Nepali, both written and spoken.
  • Commitment to the aims and principles of Save the Children; a good understanding of the SCI mandate and child focus, and an ability to ensure this continues to underpin our support.
