About the Nepal Renewable Energy Programme (NREP): The Nepal Renewable Energy Programme (NREP) is a government initiative supported by the British Embassy-Kathmandu (BE-K), aimed at catalyzing transformative change in sustainable energy development across Nepal. The primary goal is to attract increased private investment, fostering low-carbon economic growth and ensuring sustainable energy access for all. NREP operates in three provinces: Madhesh, Lumbini, and Karnali. The programme is administered by the Alternative Energy Promotion Centre (AEPC) and benefits from technical assistance provided by the DAI Global UK Consortium, comprising DAI, Winrock International, Policy Entrepreneurs Inc., and Samriddha Pahad.
In essence, NREP focuses on enhancing private sector investment in distributed renewable energy markets, particularly in the commercial, institutional, and industrial sectors. It aims to expand universal energy access, enhancing the quality of life for Nepali citizens residing in remote areas. Additionally, NREP strives to create a favorable policy, legal, and regulatory framework that supports and sustains progress in renewable energy market development and universal energy access.
NREP has also facilitated the establishment of the Sustainable Energy Challenge Fund (SECF), a viability gap-based fund designed to attract private sector investments into distributed renewable energy projects. SECF operates in conjunction with the Central Renewable Energy Fund (CREF), the financial mechanism of AEPC. This fund offers both financial and technical support to sustainable energy projects, ensuring their financial viability and long-term sustainability. SECF’s ultimate objective is to de-risk investments, making them more attractive for private sector involvement in the renewable energy sector, whether in the form of equity or credit.
