Background & Project Overview
The Millennium Challenge Compact, signed on September 14, 2017, between the United States of America (acting through the Millennium Challenge Corporation, MCC) and the Federal Democratic Republic of Nepal (via the Ministry of Finance), aims to improve electricity availability, maintain road infrastructure, and facilitate power trade between Nepal and India. These efforts are expected to stimulate investment and accelerate economic growth.
The Compact is currently in its five-year implementation phase, effective from August 30, 2023. To oversee these initiatives, the Millennium Challenge Account Nepal (MCA-Nepal) was established. The Legal Advisor / Assistant role will play a key part in supporting MCA-Nepal’s legal, administrative, and operational success.
Position Objective
This dual role combines the responsibilities of providing legal counsel and administrative support to project teams. The Legal Advisor ensures compliance, manages contracts, and provides sound legal advice, while the Assistant to the Deputy Executive Director supports the implementation of project delivery through office management, logistics, and administrative services.
Key Duties and Responsibilities
Legal Responsibilities
- Offer expert legal analysis to support decision-making by MCA-Nepal management and the Board.
- Draft, review, and interpret legal documents, including contracts, agreements, and procurement documents, ensuring alignment with MCA-Nepal standards and Nepali legal statutes.
- Resolve contract-related disputes through negotiation, mediation, or legal action.
- Monitor compliance with legal requirements, maintain updated legal records, and ensure appropriate documentation for audits.
- Build networks with regulatory agencies and legal communities to anticipate and respond to legal developments.
- Assist in the preparation of Board meeting procedures and ensure compliance with applicable laws.
Administrative & Project Delivery Support
- Maintain inventory of office supplies and project equipment, ensuring replenishment and maintenance.
- Organize and schedule meetings, workshops, and events, ensuring proper logistics and coordination across project teams.
- Facilitate visa applications, travel arrangements, and expense reconciliations in line with MCA-Nepal’s policies.
- Manage filing systems and ensure safekeeping of project documentation, including minutes of meetings.
- Handle sensitive communication, including correspondence, emails, and memos, with the highest degree of confidentiality.
- Support the translation of documents between English and Nepali when required.
Job Specifications
Education and Certification
- Advanced degree in Law (Juris Doctor) with certification to practice law in Nepal.
- Bachelor’s degree and/or Executive Assistant Certification or equivalent Diploma preferred for administrative support responsibilities.
Experience
- 5+ years of relevant legal experience, with a focus on commercial contracting and labor law.
- 3–5 years of cumulative experience in office administration, project support, or general management.
- Prior experience working as in-house counsel or in a law firm is an advantage.

Language Skills
- Fluency in English and Nepali (both written and verbal) is highly desirable.
