Terms of Reference for Developing Mini-Modern Slaughterhouse Operational Procedures
Background:
Marin Rural Municipality and Heifer International Nepal have collaboratively constructed a mini-modern slaughtering facility within the municipality. The primary objective is to effectively manage the slaughtering of buffaloes within the municipality, thereby addressing pollution and environmental hazards. Additionally, the facility ensures food safety by maintaining hygiene standards, thus minimizing health risk for the local population.
The facility has a maximum capacity of slaughtering 5 large animals per day within a 3-hour operational window. It operates in a manual mode to minimize electrical load requirements, featuring amenities such as animal hanging rails, dedicated knives for dressing, a dispatch line, proper bio-waste disposal systems, stunning facilities, and a water connection with a water tank.
Although construction has been finished and trial runs have proven successful, the facility now necessitates thorough operational guidelines to ensure systematic and efficient operation. Therefore, Heifer International Nepal is currently seeking a technical consultant to develop the operational guidelines / procedures (Karyabidi), and a business plan for the buffalo mini-modern slaughterhouse.
List of Activities:
- Site Visit: The consultant will conduct an in-person assessment of the slaughterhouse facility located in Marin RM Ward 6, Nayabasti. (1 day)
- Meeting with Local Government and Stakeholders: The consultant will participate in a meeting with local government officials and other stakeholders to gather their insights and requirements for the operation of the slaughterhouse facility. (1 day)
- Drafting of the slaughterhouse operation Karyabidi & business plan and sharing with Key stakeholders: The consultant will develop operational guidelines (Karyabidi) & business plan for the mini-modern slaughtering facility, written in Devnagari script, and share these documents to relevant stakeholders for feedback. (7 days)
- Validation of Karyabidi: The consultant will hold final discussions with Marin Municipality and stakeholders to integrate their feedback and finalize the documents. (1 day)
- Report preparation and submission
Time Duration: 10 days
Deliverables:
- Inception Report: Develop an inception report based on the initial visit to the slaughterhouse, which will be presented at a meeting with local government officials and stakeholders.
- Draft report: Develop and submit draft report on slaughterhouse operation guideline (Karyabidi) & business plan of mini-modern slaughtering facility for integration of feedback from stakeholders.
Final version of Slaughterhouse operation guideline (Karyabidi) & business plan of mini-modern slaughtering facility, incorporating all necessary revisions and feedback.
Qualifications Required:
- B.V. Sc. (Bachelor of Veterinary Science and Animal Husbandry) with 10 years of relevant professional experiences. Preference will be given to the candidates with master’s in veterinary science.
- Knowledgeable about animal slaughterhouse and meat inspection act and regulations.
- Should possess technical expertise in buffalo slaughterhouse operations and management.
- Previous experiences in developing operational guidelines/procedures/Karyabidi and business plan for animal slaughterhouse.
- Excellent communication and stakeholder engagement skills.
