Overview of position

Organisational context:

  •  Our client is an operational arm of the United Nations, supporting the successful implementation of its partners’ peacebuilding, humanitarian & development projects around the world. Mandated as a central resource of the United Nations, they provide sustainable project management, procurement & infrastructure services to a wide range of governments, donors & United Nations organizations. With over 7,000 personnel spread across 80 countries, our client offers its partners the logistical, technical & management knowledge they need, where they need it. By implementing around 1,000 projects for their partners at any given time, our client makes significant contributions to results on the ground, often in the most challenging environments.

Project information:

  • Our client has signed an MOU with an intergovernmental organization called SACEP (South Asia Cooperative Environment Program). SACEP is implementing the World Bank funded PLEASE project in South Asia. In accordance with the agreement, our client will provide implementation support & advice to SACEP in implementing the Plastic free Rivers & Seas for South Asia project (PLEASE). Our client is expected to assist the Project Implementation Unit (PIU) in implementing the RBGs (Regional Competitive Block Grants) under component 1, component 2 & component 3 of the PLEASE project.

Role objectives: Under the direct supervision of the Project Management Support Specialist (Field Coordination) & overall Supervision of the Senior Program Manager. The incumbent will provide project management support to the implementation of the project in the country.

Support to Reporting:

  • Collaborate with the M&E Specialist in Colombo, Sri Lanka, to support activities monitoring and evaluating grant performance.
  • Assist grantees in producing timely updates in predefined M&E formats and contribute to high-quality reports with accurate information.
  • Help grantees identify challenges, risks, issues, best practices, success stories, and lessons learned, and support information dissemination for strategic communication.
  • Support monitoring missions, including suggesting mission schedules, facilitating progress meetings, interviews, observation visits, and focus group discussions.
  • Facilitate translations and gather information for mission reports, along with any recommendations.
  • Support the field project team in conducting independent and regular background and context monitoring by engaging with local communities, government agencies, NGOs, and relevant stakeholders to gather insights and feedback on grant implementation.

Support Advocacy and Communication Activities of Grantees:

  • Work closely with Communications Officers of grantees to obtain regular reports and updates related to trade relationships, communication, and reporting.
  • Provide advice and support in developing communication strategies specific to the grantees’ projects.
  • Ensure appropriate visibility for the PLEASE project with all stakeholders, including correct logo usage, media coverage both locally and internationally, and assessment of the appropriateness of communication materials used by partners.

Support Implementation of External Communication Strategy for the PLEASE Project:

  • Identify new communication opportunities for the PLEASE project grantees, suggest opportunities, and facilitate their implementation in an independent, self-driven manner to enhance communication impact.
  • Support the Project Communications Specialist and the PIU team in determining key messages and refining them over time based on evidence.
  • Assist the PIU Communications Specialists in managing internal and external communication channels, including social media and websites, staying updated on global developments in web-based communications.
  • Suggest written and visual content for distribution to the press, website, or other relevant channels, such as articles, speeches, videos, brochures, newsletters, and reports.
  • Support the management of communication products, including the preparation of factsheets and materials required for workshops, seminars, briefings, and events.
  • Collaborate with regional officers/teams to identify and obtain feature/success stories and other materials to facilitate global/regional advocacy.
  • Support brand awareness for PLEASE, including raising awareness and managing the perception of the fund through localized messaging and brand management.

Event Management and Capacity Development:

  • Support the organization of events and activities to showcase the outcomes of the PLEASE project to partners, stakeholders, and public audiences.
  • Organize logistics for field trips and events, including media and press management, production of print items, and visibility.
  • Evaluate the effectiveness and impact of PLEASE publicity campaigns, events, websites, and social media.

Knowledge Management:

  • Support smooth and well-functioning internal communication and knowledge management for the PLEASE project, particularly for dedicated social media and the official website.
  • Ensure maintenance of relevant contact lists (media, academics, key stakeholders) and content libraries (photos, data, videos).
  • Assist the M&E Specialist in maintaining relevant databases and information.
  • Maintain internal knowledge management by gathering lessons learned.
  • Support events and other mechanisms for disseminating information, both internally and externally, based on lessons learned.

Key Competencies:

  • Master’s degree in a related field or a bachelor’s degree with an additional 2 years of relevant experience.
  • Five years of experience in various relevant fields.
  • Experience in advertising, public relations, and social behavior change communications is an asset.
  • Experience in developing communication strategies and organizing events is highly preferable.
  • Previous working experience with media organizations, UN, NGOs, or private organizations is an asset.
  • Previous experience with environmental issues, including plastic management, is an asset.
  • Fluency in English and a local language is required.

Team Management:

  • Team management experience is not required for this role.
