The Madhesh Province Public Service Commission, Janakpurdham, Nepal has announced vacancies for Local Level Fifth-Level Assistant positions under both non-technical and technical categories. Public Service Commission and Provincial Public Service Commission, Madhesh Province have determined the percentage of vacancies and the remaining vacancies are to be filled through promotion through seniority and performance evaluation and efficiency evaluation. Potential candidates for promotion who have fulfilled the conditions as per Section 30 of the Local Service (Formation and Operation) Act, 2081 and the following are hereby notified to apply by filling the details mentioned in the application form prescribed by the Provincial Public Service Commission.

1. For positions filled through seniority and performance evaluation: Candidates must meet the qualifications as per Section 30 and Section 39 of the Local Service (Formation and Operation) Act, 2081, and must not be disqualified under Section 32 of the same Act.
2. For positions filled through competency assessment: Candidates must meet the qualifications as per Section 30 of the Local Service (Formation and Operation) Act, 2081. The assessment will be based on performance evaluation, seniority, experience in working in the geographical area, educational qualifications, and training as per Sections 34, 35, 36, 37, and 38 of the Local Service (Formation and Operation) Act, 2081. In addition, candidates must not be disqualified under Section 32 of the same Act.
3. While filling out the application form, candidates must mention their employee identification number (Sitrol No.) obtained from either the National Library (Civil Service) or the Provincial Civil Service Library, Madhesh Province.
4. In the case of educational qualifications requiring equivalence determination, a certified copy of the equivalence certificate must be submitted.
5. All details mentioned in the application form must be clearly and accurately provided in all required sections.
6. While filling out the application form, candidates must submit a separate checklist page with the following details:
   • Names of the offices where the performance evaluations of the last three years were obtained
   • Study leave and training periods in the current level, if any
   • Details of any leave deductions
   • Supporting documents attached with the promotion application form

1. Bank Options: Choose either Rastriya Banijya Bank or Nepal Bank Limited.
2. Payment Method: Select Online or Offline.

Online Payment:

• After selecting the bank, choose Online Payment → Next → Connect IPS to complete the payment.
• Candidates can pay immediately using any of the authorized wallets.

Offline Payment:

• After selecting the bank, choose Offline Payment → Next → Click here to download and print the voucher.
• Take the printed voucher to the selected bank and pay the required fee.

Fee Submission Period:
The prescribed or double fee must be submitted by 2082/10/29.

Age Limit for Candidates:

• Candidates must be at least 18 years old and not exceed 35 years as of 2082/10/22.
• For women and differently-abled candidates, the upper age limit is 40 years.
• There is no age limit for permanent employees of the Civil Service, Provincial Civil Service, or Local Service.
• Employees working continuously for at least 10 years in temporary positions in approved permanent vacancies under local bodies, and who meet the minimum educational qualifications, are also exempt from the age limit for appearing once in the open advertisement examination conducted according to the annual schedule approved by the Provincial Public Service Commission after the commencement of the Local Service (Formation and Operation) Act, 2081.

4. Local Agriculture, Fisheries:

   • OR S.L.C/T.S.L.C. completed plus a minimum 3-year diploma in Agriculture or Animal Science;
   • OR J.T.A. course completed plus 1-year J.T. course in Agriculture or Animal Science (Technical Certificate).

• Candidates applying for inclusive group positions must follow special provisions for appointment as per Section 100 of the Local Service (Formation and Operation) Act, 2081.
• After being selected from the written examination for the interview, candidates must bring both original and copies of the required documents.
• Failure to provide these documents at any stage may result in cancellation of the application.

Notice for Open and Inclusive Examination:

1. Candidates must not be disqualified under Section 16 of the Local Service (Formation and Operation) Act, 2081.
2. The first phase written examination for both open and inclusive categories will be conducted on the same date and at the same time (single sitting).
3. Results of the written examination for open and inclusive categories will be published together in alphabetical order.
4. The candidate’s inclusive group will be recorded according to the information provided in the application form and the Commission’s prevailing regulations.
5. Candidates selected for computer skill test and interview from the written examination for open, inclusive, or multiple inclusive groups will be required to appear only once for the computer skill test and interview.
   • Marks obtained in the computer skill test and interview will be counted for all groups (open and inclusive) in which the candidate is selected.
6. After all examination phases, the merit order and the candidate’s priority order of service/group/subgroup will be used for recommending appointments.

Important Notes / Instructions:

a. For all posts under Local Health Service, candidates must be registered with the relevant professional council and hold a valid practice license.

b. For advertisements requiring work experience, candidates must have completed the minimum required period by the single-fee application deadline for the respective post.

c. The double-fee extension period will not be counted for purposes of age, educational qualification, work experience, or other eligibility criteria.

d. Candidates not eligible under Section 9 of the Local Service (Formation and Operation) Act, 2081, for positions at the same level will have their applications canceled at any time.

e. Applications that are not submitted within the prescribed deadline, or where the minimum qualifications are not met, or required information is incomplete, or prescribed fee is not paid, will not be accepted.

f. Candidates requiring a supporting writer must contact the Commission’s office at least 10 days before the written examination. Otherwise, the Commission is not obliged to provide a supporting writer.

g. Candidates must have achieved the required educational qualification by the application deadline (2082/10/22).

• Candidates who studied at foreign institutions must have equivalence determined by the relevant authority.
• Candidates from Nepalese universities who have completed the prescribed qualification but cannot submit certificate or transcript by the application deadline due to time constraints may still be considered eligible if the examination results have been published by the university and the candidate can provide an official letter confirming completion of all required courses, semesters, thesis, practicals, and other requirements, along with transcripts for all semesters.

h. Candidates must indicate their category and service group cluster when submitting the online application.

i. Candidates must update their mobile number and email address while submitting the online application.

• Notifications regarding acceptance or rejection of the application will be sent via mobile or email.
• If a candidate provides an incorrect mobile number or email and fails to participate in the examination, the candidate alone will be responsible.

j. The Commission is not obligated to correct discrepancies if there are differences between advertisement number and subject selection.

k. During the examination, candidates must use only black ink; otherwise, their answer sheets will be canceled.

l. The syllabus for posts approved by the Commission for the Provincial Civil Service, including service group, subgroup, level, and post, will also apply to the Local Service posts of the same group, subgroup, level, and post.
