Vacancy Announcement: Component Manager – Career Guidance

ENSSURE II, a collaborative initiative of the Governments of Nepal and Switzerland, focuses on enhancing social and economic benefits for Nepalese youth through a federalized TVET system. Helvetas Nepal, in partnership with various government levels and the Council for Technical Education and Vocational Training (CTEVT), is implementing this project.

Position: Component Manager – Career Guidance
Duty Station: Kathmandu- Bagmati Province (with 50% time in field visits in the provinces)

This pivotal role involves coordinating closely with Province Project Support Units, providing strategic support to province governments in the operation of career guidance service centers and School to Work (STW) transition initiatives. Additionally, the Component Manager will collaborate with local governments for planning and implementing career guidance, particularly in community schools.

Roles and Responsibilities:

  1. Compliance of Policies, Guidelines, and Manuals:
    • Adherence to relevant policies, procedures, regulations, and guidelines of HELVETAS Swiss Intercooperation Nepal.
    • Compliance with Government of Nepal and Swiss Agency for Development and Cooperation (SDC) policies.
  2. Programme Implementation and Coordination (40%):
    • Ensure smooth operation of project activities related to Career Guidance (CG) and STW transition initiatives at the province and local level.
    • Provide support to achieve project outcomes, including facilitating LGs/PGs and coordinating with schools for effective CG sessions.
    • Oversee performance of implementing partners, support the development of CG materials, and integrate CG initiatives into broader educational plans.
  3. Management (20%):
    • Matrix manage the CG-related team members, providing mentorship and professional development opportunities.
    • Manage experts and consultants, ensuring the development and utilization of up-to-date CG materials.
  4. Monitoring and Knowledge Management (20%):
    • Monitor CG sessions, compile information, and produce reports.
    • Develop implementation and monitoring guidelines, ensuring compliance of implementing partners with deliverables.
    • Document processes, lessons learned, best practices, and case studies regularly.
  5. Coordination, Collaboration, and Networking (20%):
    • Establish communication mechanisms for coordination among local governments, schools, teachers, etc.
    • Coordinate and provide necessary support to relevant stakeholders, including LGs and PGs.

Required Skills and Competencies:

  • Minimum Education: Master’s degree in Psychology, Social Science, Management, or a relevant discipline. A professional certificate in career guidance is advantageous.
  • Minimum Experience: 7 years overall, including 5 years working with youth/students, 2 years in program/project implementation and management, and 2 years in providing/managing career guidance services.
  • Desirable Competencies:
    • Experience in lifelong learning, guidance/counseling approaches, and personality testing.
    • Understanding of students/youths issues, academic and labor market transitions.
    • Familiarity with Nepal’s education system, including TVET, and knowledge of local and international labor markets.
    • Experience providing technical assistance to government levels is beneficial.
    • High integrity, professional ethics, analytical, and programmatic competencies.
    • Excellent communication, facilitation, and report-writing skills in English and Nepali.
    • Result-oriented, team player, motivator, and coach.
    • Commitment to gender equality, social inclusion, and poverty reduction.
    • Proficiency in using office application software.

Duration: Till 2025 with the possibility of extension
Salary and Benefits: As per Helvetas Nepal regulations
