UNOPS Nepal, in collaboration with Cities Alliance Secretariat and UN-Habitat, is implementing an EU-funded project on “Inclusive and Climate Resilient Urbanization in Nepal.” This project aims to enhance the participatory aspects of urban planning, with a focus on gender equality, social inclusion, and climate resilience. To support this multi-year project in Nepal, Cities Alliance is seeking a dedicated Health Safety, Social and Environmental Associate – Social Development. This role will work under the supervision of the Cities Alliance Civic and Women Engagement Coordinator/Specialist to ensure successful project implementation. The project emphasizes gender equality, diversity, and inclusion, and it seeks to integrate these principles into all its activities. Key aspects of the project include:
Utilizing Cities Alliance’s tools (e.g., Her4Climate Tool, Women Engagement in Cities (WEC) Framework, community mapping, safety audits) tailored to the local Nepalese context. Monitoring project progress to ensure effective implementation of the Gender Action Plan (GAP) within day-to-day operations. Ensuring equal representation of women in community engagement workshops, women suppliers or workers, and more. Incorporating gender mainstreaming information into meeting minutes and ad hoc reports. Tracking quantitative and qualitative data related to gender-specific targets and indicators. Purpose and Scope of Assignment
The Health Safety, Social and Environmental Associate – Social Development is responsible for the day-to-day operations of the Cities Alliance component within the project. The role includes managing project activities efficiently to meet organizational performance and delivery goals.

Functional Responsibilities
Under the guidance and supervision of the Programme Management Specialist- Civic and Women Engagement, the incumbent will be responsible for various operational functions, including:
Participating in meetings with local community representatives, women’s groups, government officials, and other stakeholders to identify and address their needs. Supporting the UNOPS team in conducting a GAP analysis of municipal annual planning processes by collecting and compiling relevant information. Assisting the UNOPS team in identifying gender-related principles for inclusion in urban project design through desk research. Providing initial support, such as compiling existing manuals, to inform the development of a specific manual for gender-sensitive participatory decision-making processes at the local level, integrated into the municipal annual planning process. Supporting the team in preparing a learning strategic report for each municipality by gathering and compiling essential information. Taking notes and action minutes during workshops and meetings. Education/Experience/Language Requirements
Education:
Completion of secondary education is required. A Bachelor’s Degree or equivalent in Gender Equality, Social Science, Development Studies, Community Development, or a related field is desirable (but not required) and may offset some required years of experience. Work Experience:
With a high school diploma, a minimum of 6 years of experience in gender-related issues, administration, social safeguards, or related fields is required. Experience working with Cities Alliance, UN agencies, donor agencies, government ministries, and/or non-governmental organizations (NGOs) is an asset. Experience with the G-suite platform, including Google Drive, Google Calendar, Gmail, Google Sheets, Docs, and Slides, is advantageous. Work experience in Nepal is highly desirable. Language:
Fluency in both spoken and written Nepalese and English is required. Competencies
