Job Description

Nepal faces challenges in food security, ranking 73 out of 117 food-importing nations. UNDP will implement the “Renewable Energy for Resilient Agri-Food Systems (RERAS)” project in 11 local governments across Sudurpashchim, Karnali, and Bagmati provinces. The project aims to enhance agriculture productivity and food security through affordable energy solutions, empowering local farmers, and partnering with government bodies. UNDP is recruiting an Administration and Finance Analyst for this project.

Duties and Responsibilities:

1. Accomplish assigned finance-related responsibilities:

  • Lead financial planning for project work plans/budgets.
  • Prepare programs, budgets, and lead on periodic expenditure reporting, project auditing, and financial reports.
  • Monitor and update financial delivery, ensuring compliance with UNDP and government regulations.
  • Supervise Admin Finance Assistant (Field) and provide support to administrative and finance staff.

2. Carry out Administrative Responsibilities:

  • Maintain up-to-date personnel files and employment contracts.
  • Manage administrative and financial records of the staff.
  • Manage all correspondence related to administrative, financial, and security matters.
  • Undertake human resources development initiatives for building capacities.

3. Effective coordination at the national, provincial, and local levels:

  • Maintain coordination with project line agencies, implementing agencies, and partners.
  • Support Senior Coordination/Project Specialist in providing technical guidance to project team and stakeholders.
  • Liaise with partner agencies for timely financial and progress reporting.

4. Planning and Management of goods and service procurement and inventory management:

  • Maintain a list of different vendors for goods and services.
  • Prepare contractual documents related to procurement and follow-up on contract status.
  • Ensure procurement and human resource plans are timely implemented.
  • Ensure inventory records of all fixed assets are properly maintained.

5. Gender and Social Inclusion and monitoring responsibility:

  • Prepare and finalize financial progress reports periodically.
  • Conduct analysis of program budget allocation and expenditure from a gender and social inclusion perspective.
  • Ensure GESI budgeting is done in the annual work plan.

Required Skills and Experience:

Education:

  • A professional accounting qualification or Advanced (Master’s) University Degree in Finance/Accounting.
  • Candidates with no professional accountancy qualifications must complete the Finance Training and Certification Programme (FTCP), if recruited.

Experience:

  • Up to 2 years (with master’s degree) or minimum of 2 years (with bachelor’s degree) of working experience.
  • Good knowledge of computer applications, especially MS Office.
  • Strong experience in budgetary planning, audit, and office management.
  • Knowledge and experience of international funded project management procedures.
  • Ability to operate financial ERP packages.
