THRIVE: the “Early Childhood Development (ECD), Child Protection and Child Poverty” program enhances vulnerable and excluded children, especially girls, to be valued and cared for without discrimination, fear and any forms of violence.

ROLE PURPOSE
With direct supervision of Programme Specialist, this position is responsible to oversee and ensure a high-quality project delivery/ implementation of project entitle Raskot MHH & WASH Improvement Project (RMWIP). The project will be implemented by Plan International Nepal in collaboration with Plan International Netherlands national office, along with its local implementing partner. Plan International Nepal will implement the project in selected schools of Raskot Municipality of Kalikot district. During the 3 (three) years period of implementation, the project aims to achieve MHH and WASH friendly schools as per the concept of the project.
Project Coordinator is responsible for effective implementation of the activities as mentioned in the proposal. Engaging with Business Development (BD) team, s/he will ensure the Plan and/or donor compliance and timely reporting. Furthermore, she/he will be responsible to manage overall performance of partner. The position will also represent Plan in various forums in the respective sector/s; clusters district; local government at rural/municipal level; other relevant stakeholders and likeminded organizations in districts and local government. Additionally, the position will work closely with the Monitoring, Evaluation, Research and Learning Coordinator of Regional Office West to support for timely data management, capturing the evidences and timely reporting of the project.

Functional Competencies
Technical
- Strengthening of the SMC, PTA, WASH CC in school towards MHH and WASH friendly school.
- Support for review of engineering design of MHH and WASH interventions with quality assurance of implementation.
- Collaborate with local government for effective and efficient delivery of inclusive, gender friendly, resilient and sustainable MHH and WASH initiatives.
- Provide technical support on behaviour change by increased demand for improved gender friendly and inclusive MHH and WASH facilities and hygiene behaviour.
- Ensure technical support is well provided for construction of toilets, WASH facilities, MHH rooms and water supply systems in schools.
- Support on capacity building of Students, Teachers, school management committee (SMC), Parent Teachers Association about MHH and WASH.
- Support re/formation including orientation of WASH coordination committee in communities and school.
- Contribute to support in developing strategies/Action plan in school and for local government to create sustainable program planning and its implementation.
- Support to rural/municipalities in planning, coordinating and funding MHH and WASH sector activities;
- Follow-up of activities and performance of all partners in her/his working area in the MHH WASH sector and identification of needs for further institutional support and capacity building;
- Ensure integration of disaster risk reduction and climate crisis into WASH and infrastructure in development Programs and projects as necessary in the project.
- Contribute to improving MHH and WASH service by increased availability and affordability of accessible and gender friendly WASH materials.
- Lead on conducting VCA in schools and preparation of SBDRM plan of schools.
- Coordinate with SMC/PTA of schools for incorporating WASH in School Improvement Plan (SIP) of respective schools.
- Other duties as assigned by respective supervisor.
Project Management
- Ensure project cycle is followed in project including project governance set up at implementation level including kick off meetings, drafting of project outlines, implementation of activities, Gantt chart, project charter, risk analysis, stakeholders analysis and communication plan as per the project requirement. Ensure Project cycle management plan is reviewed quarterly and update it.
- Review project and ensure project objectives are achieved effectively or not and document it and report to project manager.
- Develop Project Outline (PO) and finalization of detail implementation plan (DIP).
- Review project documents and progress report to ensure activities carried out are of quality and implemented on time as per project activities guideline.
- Identify risks and challenges in the project implementation, management and provide solution to achieve project goal / results.
- Review of design and estimate of MHH and WASH infrastructures to ensure its quality and resilience with possible resource leverage from local government and community.
- Identify the training needs/gap of the partner staff and provide/recommend training plans to develop their technical expertise. Monitor their progress through an annual capacity assessment and support to partners as per the annual development plan.
- Knowledge management through, sharing good practice, lessons learned ensuring that gender transformative and Child Protection is mainstreamed in MHH/WASH sectors.
- Conduct regular reviews of budgets and work plans to ensure compliance with donor specific requirements and address any changes to the original plan in time and communicate with Program specialists for approval on time.
Monitoring and supervision
- Ensure effective project monitoring by monthly target vs achievement tracking and taking necessary corrective actions that are being followed up and reviewed periodically.
- Undertake frequent field monitoring visits and report performance against established schedules and targets.
- Based on the data/information provided by Monitoring, Evaluation, Research and Learning (MERL) Coordinator/ MERL coordinator provide input & make decision on effective monitoring and program review process.
- Work closely with the MERL Coordinator at Field Office and Country office to ensure that implementation of activities is done in line with M&E framework requirements. This include ensuring that links exist with reporting requirements, data management, documentation of best practices, case studies and learning and as set out in plan/log frame and annual plan.
- Consolidate and review report project monthly, quarterly, six-monthly and annually and submit to relevant team for review and submission to donor, as required.
- Closely work with local government to strengthen the M&E system within the project geographical location
- Ensure Gender and WASH monitoring tools are applied in filed (GWMT) for genders sensitization and as monitoring tools in working community.
Working with Partnership
- Work closely with Field Office other team and partners to achieve program quality as per Program Quality Policy, quality benchmark guidelines, building better partnership-global guideline, global approach to program and influence.
- Strengthen the capacity of implementing partner organizations on strengthening gender transformative and inclusive climate resilient WASH facilities and system for all children especially for girls, children with disabilities and Dalit children.
- Working together with local authorities to identify key area to strengthen stronger inclusive MHH and gender-friendly WASH governance at school.
- Provide technical support and feedback to field-based staff NGOs, R/Municipality level Water, Sanitation and Hygiene Coordination Committees (WASH CCs), school students and other concerned individuals to ensure quality design, accountability and implementation of resilient MHH and WASH activities.
- Ensure the partnership plan is on track and revise the partnership agreement as necessary as per the partnership guideline.
Ensure Plan International’s CPP and GEI policies
Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
Knowledge and Experience
- Master’s degree preferably in Public Health, Water and Sanitation, WASH Engineering, Social Science, within 1-2 years of experience OR Bachelor’s in Public Health, Water and Sanitation, WASH Engineering with 3-4 years of experiences in WASH or related projects.
- Knowledge on MHH and school WASH initiatives.
- Extensive experience in training and capacity building with government and communities;
- Excellent community mobilization and community skills;
- Clear understanding of the development sector, its operating and regulatory environment (in rural areas Nepal).
- Clear understanding of the socio/political economic and cultural issues of Nepal, specifically post located districts of the country.
- Clear in-depth technical and practical knowledge and understanding of the relevant job with understanding in gender equality and social inclusion.
- Good communication, facilitation and report writing skills in English and Nepali.
