Exciting Opportunity: Programme Manager

Location: Kathmandu, Nepal

Context: International IDEA, since 2004, has played a pivotal role in Nepal’s democratic progress, focusing on peace transition, constitution building, and electoral processes. Shifting its focus post-2015, IDEA has been actively involved in supporting the implementation of constitutional provisions, particularly in local governance systems. The current Coherence program, in collaboration with the Ministry of Federal Affairs and General Administration (MOFAGA) and FCDO/BEK, aims to promote political coherence within Nepal’s system.

Position Overview: The Programme Manager will play a crucial role in managing the Provincial Engagement Facility (PEF) as part of the Coherence program. This involves day-to-day engagement, backstopping support to Provincial Programme Managers (PPM), reporting, stakeholder engagement, and collaboration with FCDO-BEK.

Duties and Responsibilities:

  1. Effective PEF Management:
    • Support the Head of Programme in managing PEF functions across three provinces.
    • Provide day-to-day engagement and backstopping support to Provincial Programme Managers.
  2. Stakeholder Engagement and Reporting:
    • Interface with FCDO/BEK advisers and program managers, providing updates and raising challenges for resolution.
    • Prepare quarterly reports on PEF implementation for FCDO.
  3. Context Updates and Representation:
    • Provide timely updates on key changes within provinces relevant to FCDO programming.
    • Represent FCDO/BEK to a variety of stakeholders in consultation with HoNP/International IDEA Nepal Programme.
  4. Networking and Quality Assurance:
    • Support Provincial Programme Managers in cultivating a network of contacts among various stakeholders.
    • Ensure quality assurance of exercises facilitating provincial engagements.
  5. Learning and Meetings Facilitation:
    • Facilitate quarterly/monthly learning meetings with BEK implementing partners.
    • Attend provincial team reflection meetings and monthly meetings with International IDEA Nepal’s senior management team.

  • In-depth knowledge acquired through academic achievements and relevant experience.
  • Management of assigned projects throughout the project life cycle.
  • Contribution to publications in the relevant subject.
  • Intellectual leadership and integration of innovation into the field of expertise.
  • Direct management of a team, fostering team-based activities.
  • Acts as a mentor for colleagues.

Education and Experience:

  • Master’s degree in political science, development studies, rural development, or law.
  • Minimum seven years of professional experience in governance systems.
  • Experience in establishing networks and coordinating with provincial and local government entities.
  • Experience managing diverse teams at the Provincial and/or Local Government level is preferred.

Terms of Contract:

  • Local Post.
  • Fixed-term appointment until 31 July 2024.
