The Center for Equal Access Development (CEAD) Nepal, based in Doti, is a non-profit organization dedicated to improving various sectors such as health, nutrition, child well-being, and good governance since 2063 B.S. CEAD Nepal has partnered with World Vision International Nepal to work on the “Protection and Community Engagement & Sponsorship Plan– Program” in four Palikas of Doti District: Dipayal Silgadhi Municipality, Purbichauki Rural Municipality, Sayal Rural Municipality, and Aadarsha Rural Municipality. To facilitate the successful implementation of these projects, CEAD Nepal is looking for a qualified, dynamic, and motivated Nepali citizen to join their team as a Finance and Admin Officer.

Qualifications

  1. Bachelor’s Degree in Commerce, Business Studies, or equivalent.
  2. Master’s Degree in Finance/Accounting or equivalent, preferred.
  3. Minimum of 3 years of experience in independently handling budgeting, financial accounting, planning, and analysis, preferably in the context of International Non-Governmental Organizations (INGOs) and specifically within World Vision International Nepal (WVIN) projects.
  4. Demonstrated proficiency in the use of MS Office Package (Word/Excel/PowerPoint, etc.) and Internet.
  5. Experience working in a computerized accounting environment like IPAS or FAMAS is a plus.

Key Responsibilities

The Finance and Admin Officer will play a pivotal role in the successful execution of CEAD Nepal’s projects. The major responsibilities for this position are as follows:

  1. Financial Management of the Project/Program (30%):
    • Oversee and manage project finances, ensuring compliance with financial policies and donor requirements.
    • Prepare financial reports, budgets, and forecasts for the project.
    • Monitor and control project expenditures, ensuring efficient fund utilization.
  2. Budgeting and Reporting (20%):
    • Develop project budgets and ensure that expenditures are within the approved budget limits.
    • Prepare timely and accurate financial reports for both internal and external stakeholders.
  3. Financial Monitoring (20%):
    • Regularly review financial transactions and documentation to ensure accuracy and compliance.
    • Conduct financial audits and investigations as necessary.
  4. Admin and Supply Chain Management (20%):
    • Manage administrative functions, including procurement, logistics, and office maintenance.
    • Ensure compliance with organizational policies and relevant regulations in admin and supply chain activities.
  5. Compliance and Others (10%):
    • Ensure compliance with donor regulations, government laws, and CEAD Nepal’s policies.
    • Provide support in the preparation of project proposals and grant applications.

The Finance and Admin Officer’s role is critical in ensuring the financial health and smooth operation of CEAD Nepal’s projects. They will be responsible for managing project finances, overseeing budgeting and reporting, conducting financial monitoring, handling administrative functions, and ensuring compliance with relevant regulations.
