Terms of Reference (TOR) for Trainer in Health Facility Operation Management Committee (HFOMC) Training
Background:
Action for Nepal (AF Nepal), registered as a Non-Profit Distributing Company (RNO: 147077/072/073) in Nepal, is dedicated to advancing the development of remote communities by enhancing health, education, and empowering locals to achieve sustainability. As a community-centric organization, AF Nepal remains steadfast in its commitment to fostering healthy and educated communities throughout Nepal.
With the funding support of Australian Himalayan Foundation (AHF), AF Nepal is running Solukhumbu Women’s Health Project in Mapya Dudhkoshi RM and Mahakulung RM and Solududhkunda municipality of Solukhumbu district. The project focuses on the following key areas – strengthening local governance, improving the availability, quality and the access of reproductive and sexual health services. The project empowers targeted groups and strengthens the capacity of Health Facility Operation Management Committees (HFOMCs), health service providers including FCHVs in coordination and collaboration with municipal, wards and district health offices. Through this, the project aims to contribute in creating an enabling environment for improved women’s, and particularly mothers’ health outcomes.
Thus, AF Nepal is seeking an individual to facilitate the HFOMC training to the committee members of Tingla, Waku, Chheskam and Taksindu health post situated in the Solukhumbu District.
Project Overview: The project focuses on “Improved governance and management capacity of health facilities in 4 working wards of Mapya Dudhkoshi RM and Mahakulung RM and Solududhkunda municipality in Solukhumbu District. The aim is to strengthen the HFOMCs by providing training in health facility governance, leadership, monitoring, supervision, and management.
Objective: The primary objective of this consultancy is to conduct a training program for HFOMCs in the designated HFs, ensuring enhanced governance and management capacity. The training will specifically address roles and responsibilities, staff performance appraisal, annual planning, representation of diverse stakeholders, and Gender Equality, Disability and Social Inclusion (GEDSI).
Scope of Work:
- Develop and deliver targeted training modules on health facility governance, leadership, monitoring, supervision, and management.
- Review the existing capacity of HFOMCs in the five designated wards.
- Assist HFOMC members in establishing an effective staff performance appraisal system.
- Provide support for the development of an annual plan, ensuring representation from diverse stakeholders, including people with disabilities.
- Make familiar on GEDSI to promote the participation of women, people with disability and marginalized group in decision-making processes.
Deliverables:
- Develop and deliver comprehensive training modules tailored to meet the specific needs of HFOMCs in the designated wards. Ensure that the content aligns with the national guidelines for HFOMCs as established by NHTC.
- Conduct engaging training sessions in all five wards, fostering active participation and involvement of HFOMC members. Create an inclusive and participatory learning environment.
- Capacitate HFOMC members in the effective implementation of a staff performance appraisal system. Provide guidance and support to ensure the successful execution of this system within health facilities.
- Provide training and support to HFOMC members in the development of an annual plan. Ensure representation from diverse stakeholders, including people with disabilities, contributing to a comprehensive and inclusive planning process.
- Familiarize HFOMC members with GEDSI principles. Highlight the importance of women’s and disability participation and their role in decision-making processes within the health facilities.
- Prepare a comprehensive report that integrates progress, challenges, and recommendations for improvement. This report should provide a holistic overview of the training impact and serve as a valuable tool for ongoing project evaluation and refinement.
Duration: The consultancy is expected to be conducted over a period of 15 days, considering the training schedule and follow-up activities.
Qualifications and Experience:
- Masters degree in Public Health or related field
- Minimum 5 years experience working in health system of Nepal and proven experience in conducting, HFOMC, health governance and management training programs.
- Familiarity with the healthcare landscape in rural Nepal, particularly in the Solukhumbu district.
- Individual who have received training of HFOMC ToT is highly preferred.
- Expertise in HFOMC and Gender Equality, Disability and Social Inclusion (GEDSI) training.
- Excellent communication and facilitation skills.
- Understanding of community development and empowerment principles.
Reporting: The Trainer will report directly to the Program Director at Action for Nepal and collaborate closely with AF Nepal field staff.
Budget: AF Nepal will provide a budget for the consultancy, covering fees, travel, accommodation, and any other relevant expenses.
